Project description:
"I’m integrating a lightweight, cross-brand vehicle-diagnostics (like scanmatik diagnostic software) layer into an existing Windows application and need a DLL (or small EXE with a callable API) that is fully compliant with both J2534 PassThru and RP1210 PassThru. The core function set is simple but must be rock-solid and broad in ECU coverage:

• Read and return VIN
• Read Hardware Number
• Read Software Number
• Read Software Upgrade Number
• Read MCU identifier
- Read/Clear DTCs
- Reflahing (if possible)

You may build the library in C, C++ or C#. As long as the finished binary runs on Windows and conforms to the two PassThru specs, I’m happy. Transport-level details are flexible—I’m not locked to CAN, K-Line, Ethernet or any other single medium, so choose whichever approach best meets the compliance requirements and offers the widest ECU reach.

Future expansion is likely, so please architect the code for easy addition of further diagnostic services; we can scope those in a follow-up milestone once the essentials above are stable.

• Complete, well-commented source code
• Brief API reference and simple sample project (console or WinForms) demonstrating each required call
