"I need a high-quality online training exercise for 9-1-1 job candidates. This should be an upgrade from a sound and PDF-based exercise to an engaging web and mobile platform. Bidders MUST provide evidence and sample of similar work. This can be a standalone app, not a website.

This is only for milestones to confirm acceptable progress. We require an IP release, full documentation, a user manual, and a video tutorial. Do not bid on this if you cannot complete the app within the bid amount. We have had companies in the past reach half-way through development only to require additional funds to complete.
