"Background:
We are seeking a development partner to design and build a bilingual (Arabic-English) mobile application and a web-based dashboard. The system will enable community members, municipalities, and project stakeholders to track and report progress of local projects, share evidence (photos, videos, documents), and visualize overall progress through dashboards and geo-maps.

Objectives:

Provide a mobile-native application (Android & iOS) with offline-first functionality.

Develop a web-based dashboard for municipalities and administrators with KPI monitoring and geo-mapping.

Ensure data security and privacy in line with GDPR standards.

Deliver a fully documented solution with training for administrators and end-users.

Scope of Work:

Inception & Planning

Requirement gathering & validation.

Inception report with roadmap and risk analysis.

System Design

User flows, wireframes, UI mockups (Arabic-English).

Backend & dashboard architecture.

Development

Mobile App:

Offline data capture + sync.

Multimedia upload (photos, videos, documents).

Role-based access (Community, Municipality, Admin).

Notifications (email/push).

Dashboard:

Real-time project tracking.

Geo-mapping (OpenStreetMap/Mapbox).

KPI dashboard + export (Excel, PDF).

Testing & Deployment

Pilot in 2 municipalities (simulated testing if not possible locally).

Technical Requirements:

Mobile: Flutter (preferred) or React Native.

Dashboard: React + REST APIs.

Backend: Django/Node.js with PostgreSQL.

Hosting: Cloud-based (AWS/Azure/GCP) or hybrid.

Security: OAuth2/JWT authentication, TLS encryption, GDPR compliance.
