"This is a project for an internal comments package for a nextjs monorepo. This package has been converted and worked on already, but the developer was unable to finish the project.

The project utilizes the modern technology zero sync with a postgres database.

Objectives:
- Finalize conversion of comments package to zero-sync and postgres schema.
- Manually verify behavior matches expected behavior (see expected behavior)
- Integrate the comment package into the tpt timeline view in Oee-Pulse. (see integration)
- Cleanup all code (remove unused code, nonsensical comments, resolve lint errors)
- Finish all automated testing (complete testing suite with vitest and playwright tests)
