"I'm seeking a developer to create an Android app that plays local WAV audio files on cue via OSC (Open Sound Control) messages from QLab. The app must support low-latency playback with a variance of ≤0.1 seconds across devices and be capable of running on up to 200 phones. It should also send confirmation messages via OSC when playback starts.

Key Requirements:
- Support for Android 11 and up
