"To build and maintain an Independent worldwide library archive of public domain digital media assets, such as film, music, and books, which will be housed in Korea.

The library will have to import predominantly from the USA various public domain archives, as well as from other international sources.

The library will make available the digital assets to members only.

Membership is required to establish an account with the library.

Once a member, the users will be able to access the public domain non-copyrighted digital assets for downloading.

Within the library, the user will also have access to other digital assets that are available for purchase or loan from the private library. This will be handled elsewhere within a separate module.

The Library must be able to export and import the digital assets as needed and provide an interface for other modules currently being developed to access the archived digital assets and move/transfer assets quickly.

The library will provide access to members of the public domain assets as well as non-public domain assets. The libraries need to live in separate locations, so the public domain works are kept exclusively and securely on the worldwide library archive of public domain works; and the non-public domain works are also kept in a separate location, however, being able to communicate with one another."
