"I want to bring a dedicated civil-architecture application to Android that focuses on design and drafting rather than general project management or site inspection. Think of a pocket-sized workspace where architects and civil engineers can open the app, create or adjust drawings on-site, then save or export their work without having to wait until they are back at the office.

Here is what I need from you:
• A clean, stable Android app (phone and tablet) written in Java or Kotlin that centres on drawing and drafting tools suited to civil-architecture workflows.
• Intuitive touch gestures for sketching, adding dimensions and notes, plus simple layer control so users can keep structural, electrical and plumbing information separate.
• The ability to import and export common drawing formats (PDF, DXF, or similar) so files move smoothly between the field and desktop CAD programs.
• Local storage that still works offline, with optional cloud sync so teams can share updates once they regain connectivity.
• A modern Material Design interface: dark/light themes, responsive layouts, and straightforward onboarding screens.

I’ll provide detailed UI sketches and any domain-specific standards we need to follow. You’ll wire up the code, connect the storage layer, and deliver a signed APK + well-commented source so my in-house team can continue maintenance later.
