"I need an installable, completely offline PDF editor for Windows that lets me work on documents without ever sending data to the cloud. The core feature-set is straightforward:

• Edit existing text and embedded images directly in the PDF while preserving formatting.
• Add highlights, sticky notes, freehand drawings, and other annotations, then save them to the file.
• Merge several PDFs into one and split large files into smaller, page-specific documents.

Unicode support is essential because the files I handle mix English, Spanish, French, German, and occasionally right-to-left scripts such as Arabic. The interface itself can stay in English; what matters is that text editing never corrupts these character sets.
