"I need a full-stack build of an online payment app that works without bank account linking rather than tying users to a bank account. Inside the app a digital currency should be created, stored securely on app server, and shown as the user’s balance. From that balance a user must be able to:

• move funds to another in-app account instantly
• send funds to Google Pay, Paytm, or PhonePe, and receive funds back from those app.

• Account creation, and basic profile management
• admin interface to login with email.
• Real-time balance updates and transaction history
• UPI connectivity that lets the user push or pull digital currency between the app and Google Pay, Paytm, or PhonePe without linking a bank account.

I’m comfortable with any modern mobile stack (Android, Flutter, React Native, Kotlin, or Swift) as long as it is paired with a scalable backend (Node.js, php and mysql or similar) and a secure database." (client-provided description)
