"The existing ASP.NET web application still targets .NET Framework 4.0. The goal of this engagement is to lift the entire codebase to Framework 4.8 without breaking current behaviour.

Key points about the solution
• A few third-party packages are referenced through NuGet.
• A suite of unit tests already guards core functionality.

Scope of work
– Retarget every project in the solution to .NET 4.8, adjust [login to view URL] and any MSBuild settings, then compile cleanly in the latest supported Visual Studio.
– Upgrade all NuGet dependencies to versions proven compatible with 4.8, replacing or shim-wrapping any packages that are no longer maintained.
– Address deprecated APIs, security-related changes (e.g., cryptography defaults, TLS settings) and any breaking changes that surface between 4.0 and 4.8.
– Run the existing unit tests and fix failures caused by the migration; the final build must pass the complete test suite.
– Provide a concise change log and updated build steps so another developer can pull the branch and run the application locally or on IIS without surprises.

Deliverables
1. Updated solution files committed to a clean branch.
2. All unit tests green on CI or a local run (command and screenshot sufficient if CI is unavailable).
3. Change log / migration notes (Markdown is fine).

Acceptance criteria
• Solution builds in Release mode targeting .NET 4.8 with zero compiler errors and no new warnings of level 1.
• Web application starts and serves pages normally under IIS Express or IIS 10.
• 100 % of previously passing unit tests still pass.
