"I maintain an existing ASP.NET Web Forms site and I need a self-contained module that can broadcast a single WhatsApp message to roughly 1 000 – 1 800 recipients in one go. The same page should also show, in real time or near real time, how many of those contacts have actually read the message (read-receipt count).

Key points you should know before you dive in:
• The site is classic Web Forms (.aspx), so the solution has to drop straight into that environment without migrating the whole project to MVC or Core.
• The page will be publicly accessible; there is no login layer in front of it.
• I do not yet have a WhatsApp Business API or any third-party gateway wired up, so part of the job is advising me on the most reliable approach (official WhatsApp Business API, Twilio, Chat-API, etc.) and wiring that into the code you deliver.

Deliverables I expect:
1. A Web Forms code-behind function (VB.net) capable of queuing and sending a message to the specified phone list and the information are in mssql.
2. A lightweight .aspx page that lets me paste or load the message, trigger the send, and then displays live stats: total sent, delivered, and read.
3. Integration setup notes or scripts so I can reproduce the WhatsApp API/gateway configuration on another server.
4. Brief documentation (just a few paragraphs) covering required keys, rate-limit considerations, and how the read-receipt tracking works.
