i have hosting and domain available and i want a website with following things :-

(1) the website will be about few specific Indian cities, and will first showcase the history etc of the specific city in that particular page regarding that city.

(2) you should automate things so local news about these cities automatically get posted on daily basis on specific cities' pages, news will especially be in hindi language.

(3) you should automate things so the famous spots/places/temples/foods etc from these cities will be automatically posted on specific cities' pages, more in hindi language. for this, you can use youtube and instagram etc videos

(4) rest, you can think and give me ideas about which of the other things can also be automated.

(5) i will be required to add other cities in future myself which will do the above things automatically, you should create something in admin panel wherein i will have only to name the city and automatically the page with all the systems is created and shown on website.

(6) the website should itself be doing its promotion, and get the visitors to visit the website, i should not be involved in marketing this website as i do not have time to market.

(7) the website should also have places for advertisements wherein i can promote the known events of that particular city when required. this can be through a pop-up type ad or a permanent place for ad or both

give me suggestions to improve this more and tell me how much money i will have to spend on it.
