Description:
We are seeking an experienced software developer (or team) to design and build a custom Project Investment & Portfolio Management System (PIPMS) for an investment organization.

The system will support the full lifecycle of infrastructure and capital investment projects — from project review and approval, to due diligence, disbursement, and portfolio monitoring.


Key Features & Modules

User Roles & Access Control

Roles include: Investment Officers, Deal Team (Risk, Environmental, Finance), Portfolio Managers, Executive Management, Board Members, and Super Users (Executives).

Strict role-based permissions (e.g., portfolio managers cannot edit board conditions; only executives can override, with audit logs).

Project Assignment & Collaboration

Assign multiple team members to a project.

Members review and submit comments on projects.

Investment officer consolidates comments into an Initial Paper for management review.

Approval Workflow

Multi-stage workflow:
Draft → Initial Review → Executive Management → Board Review → Portfolio.

Track board decisions (approve, approve with conditions, or request due diligence).

Store board conditions as locked checklists.

Due Diligence & Documentation

Upload feasibility studies, third-party due diligence reports, contracts, etc.

Version control and secure storage.

Full audit trail of all reviews, approvals, and changes.

Checklist & Disbursement Controls
