We are facing an issue with our Android MDM application, which we developed using native Android code. The app is installed via QR code enrollment. In the QR code JSON, we added line:
"android.app.extra.PROVISIONING_DEVICE_ADMIN_PACKAGE_DOWNLOAD_LOCATION": "[login to view URL]"

Since the app is hosted on our private server and not installed from the Google Play Store, Google Play Protect always shows a warning popup during installation, requiring the user to click "Install anyway".
However, we have noticed that after installing on 10–15 devices, Google blocks our package name entirely. Once blocked, the app cannot be installed anymore, and the "Install anyway" option is no longer available because Google has blacklisted the package.
As a workaround, we currently change the package name, generate a new build, and upload a new APK. But after another 10–15 installations, the same blocking issue occurs again.
We are looking for a permanent solution to resolve this problem.
