"I’m building CAR Tag, a small web service that lets anyone immediately alert a vehicle owner when the car is parked where it shouldn’t be or when something looks wrong. Both uses are equally important, so the site has to guide visitors smoothly through one shared flow.

The visitor will enter the licence plate number, their own name, and a short message, then hit send. Your job is to create the site and the underlying logic that takes that message and forwards it to the correct owner. E-mail forwarding is fine for a first version; if you can wire in SMS or push later, keep the code open for that.

Deliverables
• Responsive landing page that explains CAR Tag and shows a clear “Report this car” call-to-action
• Contact form with three fields only: Licence plate (required), Name (optional or required—your call, but it must be present), Message (required)
• Lightweight back-end (PHP, Node, or Python are all acceptable) with a simple admin view or flat-file where I can map licence plates to owner contact details and edit them later
• Server-side validation plus basic anti-spam (CAPTCHA or honeypot)
• Clean, well-commented source code and a short README with deployment steps (shared hosting friendly)

Acceptance
The form must send a test message correctly when I input a plate that exists in the database; I receive that message at the owner’s e-mail address. The UI needs to work equally well on mobile and desktop.
