"I’m building a native Android application in Kotlin and the core feature is a persistent “chat-head” style floating icon. When tapped, this icon should expand into a small conversation window; when dragged, it must move freely around the screen and snap to the nearest edge when released. The bubble needs to sit above any foreground app, using the standard “draw over other apps” permission, and behave reliably across Android 8-15 (API 26-34).

I will provide basic UI assets and a minimal project skeleton; you bring the Kotlin expertise to:

• Implement the floating icon service, overlay permission flow, and smooth drag/snap physics.
• Build the expandable chat view with simple text input and scrolling message history.
• Handle lifecycle events so the overlay survives configuration changes and battery optimizations.
• Package everything in clean, well-commented code and a short README that lets me drop the module into a larger project.

No iOS or cross-platform work is needed—this is Android-only. If you have previous examples of Kotlin overlay services or Messenger-style bubbles, a quick video or Git repo link will help me gauge fit." (client-provided description)
