"I need a well-structured optimization algorithm coded from scratch and delivered as clean, well-commented source files. I will provide the objective function, constraints, and a small benchmark suite to validate performance; your job is to translate those requirements into efficient, reproducible code and document the logic so I can maintain it later.

Language is flexible—Python, C++, or Julia all suit my stack—provided the final solution runs speedily on standard hardware and can be called from a simple CLI. Please include:

• Core algorithm implementation with modular design
• A short README explaining setup, usage, and the tuning parameters you expose
• A test script that demonstrates the algorithm converging on at least two sample problems I supply
