"I need a Windows-only desktop application that can, from a single screen, take an e-mail address and/or phone number and legally gather two kinds of intelligence:

• Location tracking – pin-point (as closely as public data allows) the current or last-known location of the owner, relying strictly on open-source intelligence such as public IP geolocation, breached-data dumps, public GIS records and similar resources. No payloads, phishing pages or “victim links” are allowed anywhere in the workflow.
• Account linking – enumerate every public-facing profile that reuses the same credentials: social-media handles, discussion forums, delivery apps, payment gateways and any other service that exposes that correlation.

Because compliance matters as much as raw data, the tool must visibly document its legal footprint. Every query should be logged with the data source, retrieval timestamp and a quick citation so the results can be defended if ever scrutinised.

High-level flow I’m envisioning
1. User inputs phone, e-mail or both.
2. The app launches parallel OSINT searches, hits the main APIs/web-scrapers you wire in, and returns:
– Approximate latitude/longitude or region, confidence score and source.
– List of matched accounts with direct URLs, username/ID, creation date if available, plus any extra metadata you can legally surface.
3. One-click export to CSV, PDF or JSON together with the evidentiary log.

Core requirements
• Built for modern Windows (10/11) with an installer.
• Clean UI – I’m fine with Electron, .NET (WinUI/WPF) or Qt; choose whatever speeds up delivery.
• Modular source engine so I can add new endpoints later without touching the UI.
• Rate-limit awareness and polite scraping to avoid bans.
• No third-party binaries that violate ToS; if you use paid APIs, expose the key field so I can plug mine in.

Acceptance criteria
– Running a test number/e-mail returns at least five corroborated data points (location or account) from public sources.
– “Compliance log” shows URL, method and timestamp for each piece of information.
– VirusTotal score is clean; no outbound connections beyond the stated APIs.

Hand-off items
• Full source code, build instructions, and compiled installer.
• README documenting every data source and its licence/ToS status.
• Two short demo videos: one for a location lookup, one for an account sweep.
