"I am setting up a three-year, USD 10 M housing development that offers modern 2- and 3-bedroom units to households earning below the national GDP average. While the design must remain attractive to a mix of high-, medium-, and low-scale buyers, affordability for low-income residents is the priority. Each cluster will feature a playground, secure parking, and—budget permitting—a modest community pool.

To steer this build successfully from concept to hand-over, I need a complete, publication-ready project-management package:

• Project Charter that defines objectives, stakeholders, constraints, and a concise problem statement.
• Terms of Reference and a detailed Scope of Work clarifying responsibilities for consultants, contractors, and suppliers.
• A clear PM methodology (PMBOK-aligned or similar) that explains how scope, cost, schedule, quality, risk, and communication will be controlled over 36 months.
• Work Breakdown Structure (WBS) and cost estimates that keep total expenditure under the 10 M ceiling while showing funding phases.
• Comprehensive project schedule: Critical Path Method network, plus a Gantt chart with monthly timescales, milestones, and float visibility.
• Issue- and change-management approach for problem-solving during design, permitting, construction, and commissioning.

Acceptance will be based on:
1. Consistency of charter, WBS, CPM, and Gantt in scope and dates.
2. Cost sheet tying every WBS package to the overall budget.
3. Methodology section that clearly shows how scope creep, delays, and cost overruns will be prevented or corrected.
