"I’m building a new online presence for my actuarial-consulting practice and need a developer who can craft a responsive site in HTML5, CSS3 and PHP. The structure is straightforward—Home, About Us, Services (with Employee Benefits, Insurance, Retirement and Benefits sub-sections), Insights (blog), Careers and Contact Us—but I want it to feel alive.

Home, Services and Contact Us should feature smooth scroll-triggered animations comparable to what you see on [login to view URL] and melrosecapital.ae. Think subtle motion that guides the eye rather than flashy gimmicks. All other pages can remain static, yet must share the same modern, professional aesthetic.

The blog needs to be easy for me to update through simple PHP templates, and the Contact Us page must include a secure mail-to-inbox form with basic validation. Careers can be a standard listing section for now, though I’d like the code structured so we can bolt on an applicant form later.
