"My Laravel application should send and receive text messages through Twilio, but right now neither direction is working. I have not noticed a clear error on incoming webhooks, and I am unsure whether the API credentials, webhook URLs, or phone-number configuration are still correct.

I need someone who knows the Twilio PHP SDK inside out, can read a Laravel codebase quickly, and can trace where the hand-off breaks for both outbound requests and inbound callbacks.

Scope of work
• Audit the existing integration: environment variables, Twilio console settings, verified phone numbers, messaging service, webhooks and Laravel routes/controllers.
• Repair whatever is blocking outgoing messages so that a test SMS sent from the app is delivered instantly.
• Fix the inbound flow so replies delivered by Twilio hit the correct endpoint and are stored/processed by the app.
• Add concise inline comments or a short markdown note summarising any code or console changes so I can maintain the setup later.

Acceptance criteria
1. From the app dashboard I can send an SMS to any permitted number and see the success response in the logs.
2. When I reply to that SMS, the message appears in the database and is visible in the UI within a few seconds.
3. No hard-coded credentials; everything must continue to load from .env.
4. All tests pass (phpunit) and no new errors appear in the Laravel log.
