"I need a lightweight Windows application that can take an MP4 stream and boost its frame rate in real time without touching the resolution. Think of it as a “plug-in-style” companion that I can run alongside any live or recorded MP4 source, send the video through it, and immediately get a noticeably smoother output.

Core requirements
• Real-time processing: incoming frames must be re-timed on the fly with minimal latency.
• MP4 only is fine—no need for AVI, MOV, or other formats.
• Runs on Windows 10/11, ideally leveraging GPU acceleration (CUDA, DirectX, or OpenCL) to keep gpu load low.

I’m happy for you to choose whatever stack makes sense—C++ with FFmpeg, Python + TensorRT, or a custom DirectX pipeline—as long as the resulting .exe is easy to launch, takes a simple input/output path or virtual cam, and delivers the target frame rate consistently.
