"I need a complete public-WiFi access system built around a captive-portal landing page. When a user first connects, the portal must immediately present a clean registration screen that only asks for a phone number, pushes an OTP, and then authenticates the session once the code is confirmed.

After successful login, the user should be redirected to PayPal to purchase access time or data. The payment flow has to be friction-free on both mobile and desktop, and the portal must receive real-time confirmation from PayPal so that the session opens automatically once the transaction clears.

A back-end dashboard is also required so I can:
• create and edit access plans,
• view active/expired sessions, and
• export basic usage statistics.

I am open to the stack you prefer—common choices I have seen are PHP/Laravel or Node.js with a RADIUS server and a responsive HTML5 front end—but feel free to suggest something that fits better with hotspot hardware such as MikroTik or Ubiquiti.

Deliverables:
• Captive portal front end with phone-OTP login
• PayPal integration (sandbox + live) with webhook confirmation
• Admin panel for plan management, session control, and reporting
• Clear setup guide so I can deploy it on a fresh VPS and link it to my WiFi controllers
