"I need a concise Solana program that distributes a fixed commission to 51–100 predefined wallet addresses on a monthly schedule. The payout logic is a flat rate per beneficiary, so no percentage calculations are required—just an accurate loop across the list, gas-optimised for Solana’s runtime.

Core requirements
• Automated error handling baked into the contract so failed transfers roll back cleanly.
• A simple time-lock that prevents anyone (including me) from triggering the payout before the month has elapsed.
• Thorough unit tests in Anchor (or another framework you prefer) that cover normal, edge-case, and failure scenarios.
• Deployment scripts and a short README explaining how to redeploy or adjust the recipient list in the future.

While I’m not currently asking for multi-sig approval, I’m open to your suggestions if you feel it adds meaningful security without bloating the code or fees.
