"I need a responsive web portal that automatically gathers public-sector IT Requests for Proposal from state, county, and city sources and presents them in one place.

Core features
• Vendor registration and secure login for companies to create a public profile highlighting capabilities and past performance.
• Central feed of RFPs organized strictly by project category and type. A search bar and filter panel must let users drill down quickly.
• Opt-in email or SMS notification so registered vendors receive real-time alerts when new opportunities match their chosen categories.
• Clean, intuitive bid-submission interface that records a timestamp, stores attachments, and sends a confirmation receipt to the vendor.
• Basic administrative screen (can sit behind the same login level) to add, edit, or retire RFP entries pulled from external data sources when automated scraping misses something. No separate buyer or admin role hierarchy is required beyond that. All authenticated users share the same permissions set.

Technical scope
• Database schema for RFP metadata, user accounts, notifications queue, and bid records.
• RESTful API endpoints so future mobile apps or third-party tools can consume listings.
• Dashboard-style front end built with a modern framework (React, Vue, or similar) and styled for desktop and mobile.
• Automated daily import from publicly available feeds or websites; scraping scripts or API calls should be documented.
• Deployment-ready code, installation instructions, and a brief knowledge-transfer session on how to maintain data sources and notification templates.
