The users who will work with this tool are government officials only, so the sign-in system must recognise departments and grant or restrict features on a department-wide basis rather than by individual accounts.

Here is the workflow I have in mind:
1. An official logs in and lands on their department’s view.
2. They see a list of schemes, choose Yes or No for each, and submit.
3. The backend aggregates those choices instantly and shows age-wise totals in sortable tables.
4. Any authorised department can export the data to CSV or XLSX for further analysis.
