"Project Title: AI-Powered Construction Notice & Claim Assistant

We are Za-Eng Consulting & Construction Engineers (Pty) Ltd, a multidisciplinary South African firm seeking a development team to build an AI-driven web and mobile platform that automates contractual notices, claims, and compliance under JBCC, NEC, FIDIC, and GCC contracts.

The system will help contractors generate, track, and manage legally compliant notices, link supporting evidence, and produce structured claim packs automatically. It must also connect to a marketplace where users can request verified legal or planning experts to assist with disputes or programme preparation.

Users start by creating a project and uploading their contract. The system scans and indexes clauses, identifies time-bars, and links them to an internal rule engine. When a site event occurs, the user describes it in plain language. The AI retrieves the correct clauses, checks deadlines, and drafts a compliant notice citing contract numbers and required fields. The notice can be edited and exported to Word or PDF. All notices move through a controlled workflow from draft to approval to submission, with automatic reminders and audit trails.

Evidence such as emails, photos, or instructions can be uploaded and tagged to each notice. The platform groups these automatically into a claim pack for submission. Contractors can escalate complex cases to a legal expert or request a planner directly through the marketplace. All actions are tracked, timed, and stored for analytics.

The platform should feature role-based dashboards for contractors, quantity surveyors, engineers, and administrators, displaying active projects, pending notices, and compliance KPIs. Built-in reporting must cover time-bar performance, clause usage, and dispute statistics. Automatic email and WhatsApp reminders will alert users before deadlines.

Technology stack should include React or similar for front-end, Node.js or Python backend, PostgreSQL database, and AI integration via OpenAI or Llama 3 using a retrieval-based model. Hosting will be on AWS or Hetzner with POPIA and GDPR compliance, encryption, backups, and full audit logging.

Budget is eight thousand US dollars with milestone payments released after working demos. Delivery within five months including documentation and full IP handover.
