"I have a large spreadsheet that lists every municipality we serve along with its specific inspection and filing rules. I want to turn that data into a simple web-based calculator.

Scope (MVP):
• Web only—no native iOS or Android versions.
• Clean interface built around dropdown menus: first select the municipality, then pick the type of service (allow multiple selections), input a value for job cost.
• Behind the scenes the app looks up the matching row from cleaned up spreadsheet, determines cost based on job cost, applies a percentage markup, rounds the result to the nearest $25, then adds a flat surcharge. The final total should appear instantly after selection.
• Data maintenance can stay lightweight: reading the rules from a CSV/Excel or a JSON file that I can swap out when municipalities update their fees.
Also each municipality has specific inspection agencies that they work with. I would need to have the calculator display which inspection agency can be called when the final total is displayed so that we know who to call for inspection as well. Also listed on spreadsheet.

What I will provide: the full spreadsheet (will need to be reformatted and cleaned up to use for this) , the percentage and surcharge values, and a short list of example jobs to test against.

Success criteria:
– Accurate calculations that match my spreadsheet for every test case.
– Responsive web page that works on desktop and mobile browsers.
– Clear, commented code (plain JavaScript, React, Vue, or similar—your call) so I can adjust formulas later if needed.

This is a straightforward, first-pass build; no need for user accounts, databases, or fancy styling at this stage. We currently use Jotform, I would love for it to be housed in our Jotform App but will take suggestions on other ways to get this done." (client-provided description)
