"I have a fresh phpBB 3.1.x forum running on a custom theme with no extra extensions installed. Two core features are missing:

• While composing a new topic, I see no option to mark it as Sticky or Announcement.
• After a topic is published the “Post Reply” button never appears, so members cannot respond.

I need someone who already knows phpBB inside-out to locate and fix whatever template, permission, or theme issue is causing these omissions. No new features are required—just restore the standard posting tools so the board behaves exactly like a default 3.1.x install.

Deliverables:
1. Re-enable Sticky and Announcement options on the posting page.
2. Restore the visible “Post Reply” button for all appropriate user groups.
