Main Objectives
• Manage 1 to 33 नमुने (forms) digitally.
• Enable property tax and water tax collection.
• Support multiple Grampanchayat registrations (multi-tenant system).

• Enable notifications via SMS and WhatsApp.
• Available in Marathi, English, and Hindi (multilingual UI).

Key Modules
1. User Management
• Super Admin: Manages system-level configurations, all Grampanchayats.
• Admin (Grampanchayat-level): Handles taxes, reports, citizen data.
• Citizen/User: Pays taxes, views receipts, communicates.
2. Grampanchayat Registration
• Each Grampanchayat can register with its details, seal, logo, region info.
• Separate database instance or schema per Grampanchayat (for isolation).
3. Tax Collection & Management
