"I’m running a fresh phpBB 3.1.x board that uses a modified version of the default style. No extensions are installed and the permission sets are still at their out-of-the-box values. Since the theme’s CSS/HTML was tweaked, two core options have disappeared: the Sticky/Announcement selector when creating a topic and the Post Reply button once a topic is live.

I need someone who knows phpBB inside-out to track down the template, style, or (less likely) permission quirk that is hiding these controls and return the forum to normal behaviour.

Deliverables
1. Re-enable the Sticky and Announcement options on the posting page.
2. Restore the visible Post Reply button for every group that should see it.
