"Develop backend for popup banner working via cloaking.

Requirements and tasks:
1. Banner design can be different
2. Banner size can also be different
3. The banner has buttons that must work
4. In some cases, after clicking on the button, there should be a transition to the second page of the banner (if required)
5. The banner is on a third-party server (not on the same server where it should be displayed)
6. Integration with websites is through a cloaking service that uses:
PHP Integration and JS (But PHP takes priority)
The cloaking file will be locally located on the website where the banner should be displayed
Integration with the website itself is done through require/include in files such as [login to view URL], [login to view URL], or layout file (Websites can be different, with different CMS)

It is important to understand how the cloaking service works and what it is used for:
In my case cloaking is not used to bypass anti-bot systems, it is used as a filter/tracker, I need to show the banner to certain systems/countries/users moved from different reffer.
Hence, the banner may not be shown to the user and it should not destroy the structure of the site.
The cloaking integration file is .php, contains PHP and HTML code, ends with <?php exit.

The options to show the country with the banner are limited, it can be shown via Iframe or HTML Insert CODE (In this case you can't use JS)

2. Next cloaking service ([login to view URL] directly)
