"Smart Fire Detection and Monitoring System
Prepared by
Executive Summary
Fire incidents in the Kurdistan Region continue to cause devastating losses in lives, property, and livelihoods. Despite existing safety regulations, response times remain slow due to the absence of a centralized, automated alert system.
This proposal introduces an IoT-based Smart Fire Detection and Monitoring System, developed by Zama Holding Company, to provide real-time detection, instant alerts, and coordinated emergency response across malls, warehouses, business towers, and residential properties.
Project Idea & How the System Works
The Smart Fire Detection and Monitoring System aims to establish an IoT-based network that automatically detects fires and immediately alerts both authorities and property owners.
Core Functions:
• Detect fire or smoke at the earliest stage
• Send real-time alerts to Civil Defense, Police, and Ambulance Services
• Provide accurate GPS location and property details
• Enable authorities to respond faster and more efficiently
By directly linking detection with emergency response, the system saves time, prevents escalation, and strengthens public safety infrastructure — fully aligned with IOM’s resilience and humanitarian objectives.
Government Collaboration
This pilot project will be implemented in coordination with the Ministry of Interior and local Civil Defense authorities. Zama Holding Company will work closely with government agencies to ensure proper site selection, device installation, and integration with existing emergency response protocols. This partnership ensures that the system operates within national safety regulations and enhances the efficiency and effectiveness of emergency response.
System Functionality
The system includes:
1. IoT Fire Detection Devices
o Installed in selected commercial and residential sites
o Detect smoke or fire automatically using sensors
o GPS-enabled for precise location reporting
2. Centralized Dashboard (for Authorities)
o Displays real-time alerts, fire type, and location
o Provides reporting, data analytics, and response tracking
o Securely hosted on encrypted servers (HTTPS/MQTT with SSL)
3. Mobile Application (for Property Owners)
o Sends instant alerts in case of fire
o Displays location, type, and emergency response ETA
o Supports Kurdish, Arabic, and English
Installation & Configuration
Target Locations: Malls, warehouses, business towers, shops, and residential buildings.
Process:
1. Device installation at strategic points
2. Configuration with property details (name, owner, phone, address, GPS)
3. Connectivity testing with the central dashboard
4. Live verification of automatic alerts
This setup ensures instant, location-verified alerts reaching both authorities and property owners.
Current Situation and Challenges
Each year, the Kurdistan Region records hundreds of fire incidents leading to deaths, injuries, and large-scale property damage. Despite civil defense regulations, many properties lack early detection systems, and authorities rely on manual calls to respond.
Key challenges:
• Low compliance with safety regulations
• Delayed reporting due to lack of automated systems
• Difficulties locating incidents quickly
• Limited public awareness of emergency procedures
These delays cost lives and often lead to temporary displacement, directly intersecting with IOM’s mission to reduce humanitarian risks and strengthen resilience.
Benefits of the New Project
1. Rapid, automated alert system for faster response
2. Protection of life and property through early detection
3. Centralized, real-time monitoring for authorities
4. Community-level safety awareness
5. Scalable, region-wide deployment potential
6. Valuable data for preventive planning and fire-risk mapping
Benefits of the Smart Fire Alert System
1. For Government and Civil Defense Authorities:
• No need for manual reporting by citizens.
• Faster and more efficient fire control and response.
• Access to accurate and real-time data on all incidents.
• Easier enforcement of safety regulations across all properties.
• Ensures that every property is equipped with the required safety device.
• The nearest fire station is automatically alerted to reduce response time.
2. For Citizens:
• Increased protection of lives and properties.
• A more reliable and faster emergency response network.
3. For Property and Business Owners:
• Full confidence that they will receive immediate alerts in case of fire.
• No need to call emergency services manually.
• Better protection of assets and reduced fire damage.
