"I need a straightforward Windows-based kiosk application that lets users speak an incident description and have it instantly converted to text. The software must:

• Run reliably on Windows in a locked-down kiosk mode.
• Capture audio from a connected microphone and stream it through Google Cloud Speech-to-Text.
• Support English transcription only.
• Display the recognized text on screen for confirmation, then save the final report to a local file (CSV or plain text) and optionally email it to a preset address.

A clean, minimal UI is fine—just one screen for recording, a short playback/confirm step, and a “Submit” button. I’m looking for an initial working build with clear setup instructions so I can deploy it on a single machine." (client-provided description)
