"I will share a file (Arabic) that lists the current administrative, technical, and financial authorities across several roles. Your task is to turn this raw list into a coherent, conflict-free framework.

First, dig into the document and map out exactly who is empowered to do what. I need a brief analysis that highlights every overlap or contradiction you uncover—especially within the administrative stream, where I expect most friction.

Next, propose straightforward, workable fixes. Keep the solutions realistic for day-to-day use, not theoretical.

Then build three authority matrices—Administrative, Technical, Financial—each in Arabic and each showing:

• Role names
• Specific tasks and decisions assigned to that role (detailed, not just broad headings)
• Any RACI markers or other governance cues you find useful

Wrap everything in a concise Word document (Arabic) that includes:
• Executive summary of key findings
• The three matrices
• Your recommendations and any quick-win process tweaks
