"I need a web-based manager portal that focuses first on solid User Management. The site should let administrators create, edit, suspend or delete user accounts, assign granular roles, and enforce secure authentication (password policies, reset flows, optional 2-factor). A clean, responsive UI that works smoothly on desktop and tablet is important because our managers will access it from different devices.

Tech stack is open; if you’re comfortable with modern front-end frameworks like React or Angular paired with a back-end in Node, Laravel, Django or similar, let me know which you recommend and why. Whichever stack you choose, please structure the code so future modules—such as performance tracking or reporting tools—can plug in without major rewrites.

Deliverables:
• A fully functional portal deployed to our staging server
• Source code in a Git repository with clear commit history
• Brief setup & deployment documentation
