"Project: SERENITY – Telemedicine & Home-Care Platform (Web + Mobile)

I am looking for an experienced development team to build SERENITY, a secure telemedicine and home-care platform that will function as an “online hospital.” The system will connect patients, licensed health professionals, health facilities, pharmacies, laboratories, imaging centers, and delivery riders through one integrated mobile app (Android/iOS) and web-based admin portal. The solution must support virtual consultations, home-based services, digital payments, and strong security in line with medical ethics and telemedicine standards.

At a high level, the project includes:
• Patient app: registration, profiles, teleconsultations (video/audio/chat), electronic prescriptions and lab/imaging requests, appointment booking, health records, reminders, online payments, ratings/reviews.
• Provider & facility portal: onboarding and verification of licensed professionals, schedule management, teleconsultations, e-prescriptions, access to patient history, basic analytics, and billing views.
• Pharmacies, labs & imaging centers: receive orders/prescriptions, manage queues, upload results/reports, coordinate delivery, receive payments and generate statements.
• Rider module: verified biker profiles, task assignments, real-time GPS tracking (Uber-style), proof of delivery and payout tracking.
• Admin portal: user and credential management, disputes & quality monitoring, configurable commissions/tariffs, reporting and dashboards.
• Core features: integrated payments (e.g. mobile money + cards), billing & invoicing, bilingual EN/FR UI, low-bandwidth optimization, audit logs, encryption, role-based access, and basic AI-assisted tools (symptom support, decision support, analytics) strictly as decision-support and fully compliant with medical ethics.
• The development team will be expected to prepare a detailed one-year budget covering design, development, hosting, maintenance, licences, third-party services, security tools, AI services, and ongoing support, with all cost elements and underlying assumptions clearly stated.

A detailed functional and technical specification is already prepared and will be shared only with shortlisted teams under NDA. All source code, designs and documentation will be work-for-hire and the exclusive intellectual property of the client.
