"We need an expert development team to build a comprehensive enterprise Work Management Application for a civil and electrical works company. The project includes mobile (React Native) and web (React.js) applications with advanced features including OCR-based work order creation, mandatory geo-tagged photo logging, offline-first mobile capabilities, complex RBAC with 8 user roles, and bilingual (Arabic/English) support.

Complete documentation is ready: 110+ API endpoints, 23+ screen designs with RBAC matrices, functional/technical specifications, and an interactive HTML prototype. This is a large-scale, one month project seeking an expert-level agency or team with proven experience in enterprise mobile/web development, OCR implementation, offline sync, and geospatial features.

The application will manage the complete lifecycle of work orders, materials, field operations, QC/HSE compliance, and reporting. Development will be in two phases: Phase 1 (MVP with core features) and Phase 2 (ERP expansion).
