"I need to swap out the Text Local gateway in my existing C#/.NET portal and hook it up to Twilio, focusing only on inbound (receive-SMS) traffic. No historical data has to move over—the job is purely about replacing the old API calls and webhooks so that every message sent to our dedicated Twilio number lands in the same tables and business logic the Text Local webhook fed.

Your task is to:

• Map the incoming payload to our existing message-handling method so nothing else in the codebase needs to change.
• Provide a short setup guide (keys, environment variables, expected ports) so the hand-off to production is smooth.
• Prove it works with at least one successful inbound SMS in staging.
