"I’d like a seasoned Moodle professional to deliver a self-hosted learning platform that my institution can own outright—no ongoing licence or subscription costs. Once it is installed on our server, I need it configured so that I can build clearly structured courses, enrol and track users, run assessments, and issue branded certificates without outside help.

Key elements I must be able to handle myself after your hand-off:
• Assessments: quizzes, assignments, and surveys built with Moodle’s native tools, tied into the grade-book.
• Certificates: a template I can edit that automatically pulls learner data and course details.
• User management: easy role and permission controls, bulk import/export of learners, plus activity and progress tracking visible in reports.
