"Our 1,500-2,000-strong telecom workforce needs a clear, practical competency framework that can be rolled out quickly and affordably. The core of the assignment is a high-level mapping across departments; role-wise behavioural and technical competencies and proficiency levels still matter, yet the cross-department picture is the top priority.

Scope
• Build a role catalogue with behavioural & technical competencies, three-to-four proficiency levels each.
• Produce a concise, high-level departmental mapping that shows how those competencies translate across our main business lines.
• Align everything with our existing HR processes and SAP SuccessFactors structure so the framework can be uploaded with minimal re-work.
• Deliver the final outputs in a clean spreadsheet (preferred format), plus any supporting slide deck you normally use for leadership sign-off.

What to send in your proposal
• Short outline of your methodology and key milestones.
• Realistic timeline—lean, but achievable.
• Commercials that reflect our limited budget; phased or milestone-based fees are welcome.
• Brief team bios highlighting telecom and HR-tech experience.
• Two or three past projects that demonstrate similar framework builds, ideally for large-scale or telecom clients.
