"I need to extend the Cinnamon desktop’s System Settings with a new extension that lets users scroll simply by moving the mouse while a button (ideally the right mouse one) is held down. Think of it as click-and-drag scrolling found in some browsers, but exposed as a native option inside “Mouse & Touchpad”.

What I already have: a recent Cinnamon build running on Ubuntu 22.04 (both X11 and Wayland sessions available) and the standard development toolchain.


Acceptance criteria
1. New option appears in System Settings → Mouse & Touchpad
2. With the option enabled, holding the chosen mouse button and moving the pointer scrolls smoothly in all GTK apps, Nemo, and Firefox
