"I want to build a production-ready Android Enterprise Mobility Management / Mobile Device Management platform that lets administrators enroll devices, push policies and apps, and view real-time status through a secure web console. The scope covers two main components:

• An on-device agent (Android 10+) that handles enrollment, applies Device Policy Manager rules, and communicates with the backend via FCM or a comparable messaging channel.
• A cloud-hosted admin dashboard where policies, apps, and compliance settings are created and synced to enrolled devices. Role-based access, audit logs, and API endpoints for future integrations must be included." (client-provided description)
