The system should let authorised observers log incidents in real time, capture evidence (text, photo, or video), tag the location automatically, and stream everything to a tamper-proof dashboard where administrators can review, flag, and export data for further action or public reporting.

Because accessibility is critical, the solution must live entirely on the web and render smoothly on phones, tablets, and desktop browsers without requiring a native download. I’m open to your preferred tech stack—React, Vue, or Angular on the front end and Node, Django, or Laravel on the back end are all fine—provided you can demonstrate robust security, an auditable data trail, and scalable architecture (API-driven, cloud-ready, and container-friendly).

To be considered, include a detailed project proposal that breaks down:

• timeline with milestone deliverables
