"I’m commissioning an end-to-end government software suite that unifies three essential capabilities in one platform: robust data management, a citizen-facing public service portal, and a secure internal communication system.

DATA MANAGEMENT
The system must capture, store, and report on citizen records, financial data, and infrastructure data. Role-based access, audit trails, and encryption at rest and in transit are mandatory.

PUBLIC SERVICE PLATFORM
Residents must be able to complete online forms and applications, track the status of their requests in real time, and consult a searchable resource and information directory. A responsive, WCAG-compliant interface is required so the same portal works smoothly on both desktop and mobile.

INTERNAL COMMUNICATION
Departments should exchange messages, share documents, and coordinate workflows without relying on third-party tools. Integration points via RESTful or GraphQL APIs will let us connect future modules easily.

TECHNICAL EXPECTATIONS
I’m open to the stack you propose—whether Java, .NET, Node, or another modern framework—so long as it supports a modular architecture and pairs well with a SQL or scalable NoSQL database.
