"Parking Management System – System Scope Document
V1.0
1. Objective
To design and implement an integrated Parking Management System , aligned with the existing ID Cube RFID Access Control System, ensuring tenant quota enforcement, real-time occupancy tracking, visitor management, and future scalability for revenue-based models.
2. Current Setup
• Access Control already deployed with ID Cube RFID.
• RFID Stickers: Issued to tenants and linked with their predefined parking quota.
• Slot Restriction: Parking usage is limited to allocated slots.
• Over-Allocation Mechanism:
o Tenants may issue RFID stickers up to 3 times their allotted quota.
o Access is validated based on real-time occupancy, not the number of stickers issued.
3. System Requirements
3.1 Tenant Parking Access Control
a. Ǫuota Enforcement
• The system must enforce the maximum parking quota for each tenant as per their lease agreement.
b. Capacity Conversion
• The system must allow dynamic updates of quota based on approved conversion ratios:
o Example: 1 Car = 5 Two-Wheelers.
• Ǫuota changes can only be updated upon intimation by the Tenant Property Manager.
c. RFID Access Control
• Entry: Grant access only if the tenant’s live occupancy (cars/two-wheelers separately tracked) is within quota.
• Hard Stop: Deny access at the main gate once the quota is fully occupied.
d. Live Tracking
• Maintain a real-time vehicle count per tenant.
• Display occupancy data for each tenant on Public Information Display System (PIDS) at entry gate(s).
e. Exit Reset
• Decrement the tenant’s live occupancy count immediately upon vehicle exit at the main gate.
3.2 Information Display G Visitor Management
a. Occupancy Display (PIDS)
• Install tenant-wise live occupancy boards at entry gates, clearly showing available and occupied slots.
b. Visitor Parking
• Slots: 43 front-of-building slots reserved for visitors.
• Management: Operated as Pay G Park system.
c. Payment System (FASTag Integration)
• FASTag-based payment collection at exit gate.
• Grace Period: No charges if duration < 10 minutes (drop-off).
• Slab-Based Tariffs: Hourly-based charges for longer stays.
3.3 Future Upgrade – Retail Parking (Phase 2)
• Enable paid parking after office hours for retail visitors (restaurants, bars, pubs).
• Utilize tenant parking slots during idle hours.
• Introduce revenue-sharing model between facility management and tenants." (client-provided description)
