"Seeking OJS 3 Theme Developer for Custom, Responsive Journal Website Design

I’m looking for an experienced Open Journal Systems (OJS 3) theme developer to create a polished, modern, and fully responsive custom theme for our academic journal website. The work must stay within OJS’s theming framework (PHP, Smarty templates, CSS/SCSS) and must not modify OJS core files.
