"I need a simple, reliable system that scans my chosen tender sources each day, picks out anything that matches the filters I set, and then pushes the details straight to my subscribers by email and WhatsApp. Every alert must contain, at minimum, the tender description and the submission deadline; if the data source also includes eligibility or other metadata I’d like that passed through as-is.

I haven’t fixed the exact feed mix yet, so please build the crawler/aggregator to accept multiple sources—government, private, even international—without hard-coding. An admin panel where I can switch sources on or off, add keywords, and manage user lists will save a lot of time.

For delivery I’m looking for:
• A backend service that fetches, parses, and stores tender data on a schedule.
• Email dispatch using a transactional provider (SendGrid, Mailgun, or similar) and WhatsApp messaging through the official Cloud API or another compliant gateway.
• A lightweight web interface (Laravel, Django, Node or comparable) for filters, users, and stats.
• Clear setup docs so I can redeploy the stack on a fresh VPS.
