"I run a multi-department outpatient clinic and I need a single dashboard—usable from any browser or phone—that lets me keep every team on target.

Scope of the build
• Up to 10 departments, each with as many as 15 custom KPIs. Core ones include Patient visits, Staff efficiency and Revenue per department, but I want the flexibility to name and weight them all myself.
• Data will come from two sources: manual form entry by staff and batch uploads of Excel or CSV files. Both methods must feel seamless.
• Each KPI carries a target, an optional incentive value and an individual weight. From those values the system should compute a performance score for every staff member and roll those up into a departmental score.
• Time filters—day, week, month, quarter, year—should instantly redraw the numbers so I can print a concise “report card” for either a single person or an entire department.
• Visualisation preference is clean line graphs; add other chart types only if they genuinely improve clarity.
• Printable summaries must show current performance, historical trend, targets and incentives earned. A simple “export to PDF” button is enough.

Key deliverables
1. Responsive web + mobile interface (React, Flutter, or similar)
2. Secure login with role-based access (admin, manager, staff)
3. Data import module for CSV/XLSX with basic validation
4. KPI engine that supports weighting, incentives and score calculation
5. Interactive line-graph dashboards with quick date filters
6. PDF/print output for individual and department report cards

Acceptance criteria
• All calculations reproduce expected results when compared with a provided test spreadsheet.
• Line graphs refresh in under two seconds when a new date range is applied.
• The entire workflow—add KPI, enter data, view graph, print report—functions on Chrome, Safari and iOS/Android apps.
