"I have a small VB.NET solution that still targets several legacy Framework versions (3.0, 3.5, 4.0 and 4.8). It contains a traditional Windows Forms UI and a couple of supporting class-library projects. I now need the whole codebase lifted to .NET 8 so I can take advantage of the new language and runtime features that Visual Studio 2026 unlocks.

Your task is to:
• Convert every project file to SDK-style, retargeting each one to .NET 8.
• Resolve any obsolete APIs, replace deprecated Windows Forms controls where needed, and map configuration changes ([login to view URL] → appsettings, etc.).
• Update or swap NuGet packages so the solution builds cleanly on the latest toolchain.
• Make sure the application behaves identically after the upgrade—forms load correctly, events fire, and all existing functionality remains intact.
• Deliver a single solution that opens and compiles without warnings in Visual Studio 2026, accompanied by a concise migration report (what changed, why, and any future recommendations).

Acceptance criteria: the migrated solution builds successfully on .NET 8, launches its Windows Forms UI with no runtime errors, and all previously working features operate as before.
